BID NOTICE The Township of Springfield will receive sealed Bids for the Environmental Clean Up / Demolition of Buildings 1725 Walnut Avenue, Springfield Township as delineated in the plans and specifications until 10:00am (prevailing time) on the 9th day of October 2026, at the Springfield Township Municipal Building at which time and place all bids will be publicly opened and read aloud. Contract Documents, including Drawings and Technical Specifications, are on file at the Springfield Township Municipal Building, 1510 Paper Mill Road, Wyndmoor, PA 19038, where they may be inspected at any time during working hours. Copies of the Contract Documents may be obtained for a payment of Fifty Dollars ($50.00) to Springfield Township for each set of Documents so obtained. A certified check or bank draft, payable to the order of the Township of Springfield, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten (10%) percent of the total bid amount shall be submitted with each Bid. The successful Bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond and Labor and Materialmens Bond. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low-and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Township of Springfield reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Council, such rejections or waivers shall be to its interest or advantage. Prior to awarding the contract, bids may be held by the Township of Springfield for a period not to exceed sixty (60) days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications of bidders. All bidders are invited to attend a MANDATORY Pre-bid Meeting to be held at 10:00am (prevailing time) on Wednesday, September 30th, 2026, at Springfield Township Municipal Offices at 1510 Paper Mill Road, Wyndmoor, PA 19038.
